Who decides the competencies?

Just wondering if this is an in-house-made thing or if you have to use official competencies?

It can be either, Susan. The competencies in the learning plan used here are ones we as a  team thought about and designed. However, some organisations have official country/region wide competencies that we can use in our Moodle site.
